On-premise, means actually having the software loaded and running on your network on a server or other device. For an in-depth expanation see

For On Premise, the Computing spec is really modest, so you do not need a server and would even run an a Raspberry Pi!
We do need to consider the quality of your Internet connection, and either dedicated internet for the phone system or 3g/4g backup or alternative routing maybe necessary.

For Cloud Based solutions, we use Amazon hosted virtual servers, obviuosly though, if your service IS in the Cloud and you lose all Internet connectivity, you will lose your Phones, with one Important exception. Mobile extensions using the 3CX smart phone app could still work, if you phone can connect via 3g/4g ok.

Both solutions give you an Web-based management portal.
